"Paperclips"
From a single paper clip a giant set of savings can grow if you are determined.
In 2002 when Governor Kathleen Sebelius first ran for governor, she promised she would do a top to bottom examination of how state government does business. No practice too small (such as paper clips) or too large (such as the financing of a massive comprehensive highway program) escaped her scrutiny. And the result is she has found over $1 billion in savings and efficiencies, saving the taxpayers money and improving government service to Kansans. Now thanks to Governor Sebelius the government is working more like it ought to and more like an efficient business. And she is far from done. Given four more years, imagine what she could accomplish.
